El regreso de las capacidades estatales: enfoques, usos y potencialidades para los estados locales en el Gran Buenos Aires

Abstract

The purpose of this article is to revisit the theoretical usage and methodological application of the longstanding notion of state capacities within the literature on policy and public administration. Despite its historical presence in recent years, and in the wake of successive crises in welfare states and the emergence of the COVID-19 pandemic, this notion has regained importance. Concurrently, the article aims to situate and assess the relevance of this concept not only within the framework of national administrations but also within the context of Argentine local state powers, particularly in the Buenos Aires metropolitan area (Amba). Thus, firstly, the article presents and synthesizes the main approaches and their evolution, followed by a theoretical definition. Attention is then devoted to the various operationalizations of the concept and methodological applications. Finally, the article evaluates and discusses its explanatory capacity within local contexts. A classical methodology is employed for the review and analysis of literature pertaining to the main theoretical approaches and empirical analyses, supplemented by interviews with experts in the field.
